I haven't had my coffee yet but I'll have a go:

Do whatever you want, that is the whole of the law... (sounds very free at first, almost irresponsible)

But then:
Love is the Law, Love under Will

Before you do, you must love . That reins in pretty much anything destructive that one would do to self or another.

The middle part *shrug* depends upon who the speaker is or represents.
